SB-721 Balcony Inspection in Alpine, CA

What does an SB-721 inspection cover on an Alpine building?
SB-721 is written around what the code calls Exterior Elevated Elements — the load-bearing parts of a three-or-more-unit building that sit more than six feet above the ground and depend on wood framing, plus the waterproofing that keeps them dry. On an Alpine property I'm reading:
- Balconies and elevated decks — the joists, ledger tie-back to the wall, support posts, and walking surface of every upper-unit balcony and shared deck
- Open exterior stairways — the stringers, treads, and connections on the outdoor stair runs that serve upper units in Alpine's smaller two-story buildings
- Landings and walkways — the entry landings and any second-floor walkway that carries foot traffic between units
- Guardrails and handrails — tested for firm attachment and load resistance, since the rail is the last thing standing between a tenant and a drop to the slope below
- The waterproofing system — coatings, flashing, membranes, sealant joints, and drainage, because in this climate it's water reaching the wood that ends these elements, not the wood itself wearing out
The law calls for a visual inspection of a representative sample of each element type, and where I see signs of hidden damage it allows an intrusive look — opening a small area to confirm what the framing behind the finish is actually doing. I mark each element safe or unsafe and back the call with photographs. I document the condition; designing or building the repair is a separate job I don't take on.
How does Alpine's foothill climate damage elevated wood?
The way a balcony fails in Alpine has little to do with how one fails near the coast. At roughly 1,800 feet in the eastern foothills, these are the local forces I weigh on every visit:
- Winter freeze cycles: Alpine gets overnight freezes the coast never sees. Water that has worked its way into a cracked deck coating or an open sealant joint freezes, expands, and pries the assembly apart a little more each cold night — a failure mode that simply doesn't exist on a La Jolla balcony.
- Hard summer heat and UV: the same elements then bake through long, dry inland summers. That swing from freezing nights to baking afternoons checks deck coatings and dries out sealants faster than steady coastal weather, opening the very seams that winter then exploits.
- Wind-driven mountain rain: rain up here arrives in heavier bursts and gets pushed sideways by foothill wind, driving moisture into ledger flashing and wall connections that lighter coastal drizzle would never reach.
- Wildfire-interface exposure: most of Alpine sits in a high fire zone. The same dry exterior stairs, landings, and deck corners that SB-721 covers are also ember traps, so packed pine duff and sun-brittled wood are worth flagging beyond the balcony law alone.
- Older rural framing: much of Alpine's multifamily stock was built decades back with detailing that predates today's deck-waterproofing standards — exactly the vintage where ledgers and membranes are giving out now.
What do you keep finding on Alpine balconies and stairs?
Across the apartments and small multi-unit buildings I inspect up in Alpine, the same problems surface again and again. Knowing them before the deadline lets an owner budget and plan instead of scrambling when an element comes back unsafe:

I draw a clear line between cosmetic weathering and a real load-bearing or safety defect, and I photograph each so you and the jurisdiction read evidence instead of a guess.
