San Elijo Hills sits exposed on a hilltop, was graded into ridgeline fill, and is governed top to bottom by association and town-center CC&Rs with Mello-Roos in the mix. Each fact moves where my extra time goes:
- Wind at the parapet and the rooftop equipment: the same elevation that gives the village its views drives steady wind across these roofs. I scrutinize parapet caps, membrane terminations, RTU curb flashings, and rooftop penetrations on the windward side, where blowing rain gets pushed past a tired seal that would hold fine down on the flats.
- First-cycle roofs and units reaching the wall together: because the town center went up inside one 2000s window, the original low-slope membrane and the RTUs that came with it are aging out at roughly the same time. The field can read serviceable while seams, pitch pans, and unit curbs are quietly the thing that fails first — I weight those over the open field.
- Cut-and-fill hilltop pads: the commercial pads are benched into the ridge, half native cut and half compacted fill. That shows up as control-joint and slab cracking, separated stucco at openings, heaved or settled lot pavement, and trip offsets across the shared accessible route.
- Wildland-interface exposure: the town center sits close to the Elfin Forest and Questhaven open space. I note vent screening, combustible storage against the stucco base, and ember-prone roof-edge details that matter in a WUI setting.
