What gets inspected on a Pacific Beach apartment under SB-721?
SB-721 draws a narrow target. It reaches the load-bearing pieces of a multifamily building that project more than six feet over the grade below and lean on wood framing, together with the systems that shed water off that wood. On a typical PB rental property — a converted cottage fourplex, a Mission Boulevard condo block, or a courtyard apartment a street back from the sand — here's what I read, sound, and photograph:
- Unit balconies and projecting decks — the joists and beams, the support posts, the walking surface, and above all the ledger line where each balcony bolts back into the building wall.
- Exterior stairways — the open wood stairs feeding upper units, including how the stringers connect at top and bottom and what they land on.
- Landings and elevated walkways — the entry platforms and the long shared walkways stitching a row of beach apartments together.
- Guardrails and handrails — tested for solid attachment and resistance to load, since a railing on a rented balcony is the last barrier before a fall.
- Waterproofing and weatherproofing — deck coatings, flashing, membranes, sealant joints, and drainage, each weighed alongside the framing it is meant to protect.
The statute wants a representative sample of every element type examined, so my findings speak for the whole building rather than one balcony. Why is Pacific Beach rough on balconies and decks?
Salt air, marine damp, a high water table, and heavy rental loads gang up on every elevated element here. How does the inspection run and what does your report hold?
The work starts before I reach the site. I go over the building — unit count, the number and types of elevated elements, and any prior inspection or repair records — then set the representative sample the statute requires and coordinate access around tenants and vacation-rental turnover, which in PB takes some planning.
