What does an SB-326 inspection examine on a Lakeside association?
This law has a tight focus. It looks at the framed elements more than six feet above grade that hold residents up, and the membranes keeping water out of the wood underneath — that boundary, no wider. On a Lakeside condo or townhome project I assess a randomly drawn, statistically significant sample of each element type:

Every sampled element earns a condition grade supported by photos. My role ends at inspecting and reporting — the structural repair design for anything flagged belongs to a licensed engineer or contractor, which I coordinate rather than carry out.
How do Lakeside's heat and clay soil wear on raised wood?
An elevated deck ages differently in a hot inland valley than it does at the shore, and Lakeside's particular ground and climate steer what I scrutinize hardest on an association walk:
- Long, baking summer heat: Lakeside runs hot and dry for months, and that sustained inland sun chalks deck coatings and bakes the elasticity out of sealant joints. Once those seams harden and split, they stop shedding water — the most common way moisture slips behind the membrane here.

- Wildland-interface fire exposure: the brushy hills ringing Lakeside put much of town in elevated fire-hazard territory, and the same wood stairs, breezeway corners, and deck undersides I grade are ember traps. I note combustible debris and degraded surfaces that bear on both the inspection and the association's fire defense.
- Cloudburst winter rain: the wet season arrives in a few hard storms. Flashing that looked fine through a dry summer can drive water straight into the framing behind an upper-unit balcony when those downpours hit.

The law allows it, and on Lakeside's older attached stock that's precisely where a rotten connection hides.
The deliverable is a HomeGauge report that grades each sampled element, records the waterproofing condition, and backs every call with photographs. SB-326 requires the report be folded into the association's reserve study and delivered to the board — it stays with the association and isn't filed with any county or city office — so I write it to drop straight into that document rather than as a bare pass/fail sheet.
