SB-721 Balcony Inspection in Kearny Mesa, CA
Most of San Diego knows Kearny Mesa for work rather than home — the Convoy District restaurants, the dealership row, the office and industrial parks filling the mesa between I-805 and I-15. But the housing is here, and more arrives every year. A band of 1960s and 70s walk-up apartments survives at the residential edges, the old General Dynamics property became the Spectrum with its large apartment communities in the 2000s, and the 2020 community plan update cleared a path for roughly 20,000 new homes along Convoy Street and Clairemont Mesa Boulevard. A statistically valid sample of each element type gets inspected — not necessarily every balcony — and the assessment is visual first, with intrusive openings reserved for elements showing evidence of hidden deterioration. Every inspected element receives a documented safe or unsafe determination supported by photographs. My role stops at documented condition: repair design belongs to a licensed engineer or contractor, and the report says so in plain language.
Why do Kearny Mesa's old and new buildings both fail?
Kearny Mesa's multifamily stock splits into two distinct generations, and each fails in its own way under the mesa's dry inland exposure.
The older generation — the 60s and 70s walk-ups scattered along the residential fringes toward Serra Mesa and Linda Vista — was framed in an era when deck flashing was an afterthought. Fifty-plus years of full inland sun has chalked their coatings, opened their sealant joints, and cooked the flexibility out of any membrane that hasn't been replaced. Add decades of sprinkler overspray at stair bases and slab-on-grade footings, and you get stringers and post bottoms that look fine from five feet away and crush under a probe.
The newer generation is less obvious and more dangerous. The apartment communities at the Spectrum, and those rising along the Convoy corridor, favor stucco-clad cantilevered balconies — framing sealed entirely inside a finished soffit. That is the precise assembly that failed in the 2015 Berkeley collapse, on a building less than ten years old — the event that produced this law. When a deck-to-wall sealant joint splits under Kearny Mesa's hard UV and daily thermal cycling, water enters a cavity that cannot dry and cannot be seen. The ventilation openings, soffit staining patterns, and drainage details I evaluate are often the only early warnings an enclosed balcony gives before the framing inside is compromised.
What findings repeat across Kearny Mesa buildings?
After enough EEE work on the mesa, the same defects keep announcing themselves, split fairly cleanly by building generation:
- Split or failed sealant where the walking surface meets the wall — the most consequential water entry point on both old and new construction, and the first thing I trace on every balcony

- Maintenance caulk smeared over earlier leaks, sealing moisture into the assembly rather than out of it
Distinguishing weathered-but-sound from structurally compromised is the entire job. An unsafe determination starts repair obligations and statutory timelines, so I make that call on evidence — probed wood, moisture readings, and opened test sections where justified — never on appearance alone.
